Is a request for access to information of public importance sent via e-mail binding to the person who should release information, that is to say, public authorities? (October 2005)

„Communication via e-mail with public authorities regarding the exercising of the right to access to information of public importance is allowed and binding, however, that way of communication can make proving the receipt of a request more difficult, when the receipt is not acknowledged, and that fact is contested in the proceedings resulting from the appeal."
